Ella Libanova spoke about the social prerequisites for forming a new social contract for Ukraine
Aspen Institute Kyiv, on the initiative of the Community Council, implements a project devoted to discussing a new social contract for Ukraine. Within the framework of the project, the Institute held three seminars and a discussion. During the debate, the academician of the National Academy of Sciences of Ukraine, Ella Libanova, talked about the social prerequisites for forming a new social contract for Ukraine.
The speaker noted that two conditions are fundamental for the creation and further observance of a social agreement:
- Public trust in the authorities. Ms. Ella noted that as a result of the war, Ukrainians have much higher confidence in the government than ever. In addition, for the second time in history, sociological surveys show that the Ukrainian population believes the country is moving in the right direction.
 - A strong civil society. Despite the experience of the two Maidans, it is today in Ukraine that civil society feels its power and responsibility for the first time. Civil society will not allow the authorities to violate the terms of the agreement, which will be concluded explicitly or implicitly by Ukrainians.
 
Ms. Ella added that despite existing problems in Ukraine, which include migration processes and insufficient political involvement of many Ukrainians, since mid-May, more people are returning to Ukraine than left it. That gives faith in the future: “One way or another, people believe in the future of their state. They believe that, in the end, the government will do what we want them to do.”
