The Aspen Institute Kyiv presents the report “What is Integrity and How to Achieve It in Ukraine?” based on the link to the Aspen-seminars

One of the central themes in the work of the Aspen Institute Kyiv is integrity as a key feature of a democratic and developed society.

In 2024, the Institute held two dialogues involving leaders of Ukrainian society. Among them were Ukrainian Parliament members, government representatives, the National Agency of Ukraine on Civil Service, the National Agency on Corruption Prevention, higher education institutions, law enforcement bodies, and the judiciary.

The results of the discussions are presented in the report prepared by Oleksandra Keudel, an external expert at the U-LEAD with Europe Programme. The report presents an analysis of the dialogues held during the Aspen seminars in June–July 2024, in particular:

  • what integrity is;
  • what causes unethical behavior;
  • how to achieve integrity, and what role public institutions play in this process.

We aim for these findings to serve as a foundation for further steps toward building a sustainable system of integrity-based governance in Ukraine. The report includes key conclusions and practical steps for change, from understanding the nature of integrity to concrete solutions at the level of public policy and institutional culture.
