Oleksandr Novikov: a new type of security system should be based on the principle “if you attack someone — everybody confiscates your assets”

Oleksandr Novikov is the Head of the National Agency on Corruption Prevention of Ukraine, the biggest analytical governmental body in Ukraine. During the first #UkrainianDialogue together with Aspen Institute Spain Oleksandr told about three main projects of the Agency, which are dedicated to winning the Russian-Ukrainian war and future war prevention.

The first project of the Agency — the list of subjects related to this war

Oleksandr told about three main projects of the Agency, which are dedicated to winning the Russian-Ukrainian war and future war prevention. The first project is about forming the list of subjects who are related to this war:

— For today we already have formed the list of people — more than 400 government officials or propagandists, close relatives of Putin and Lavrov.  And our other aim is to identify assets of these people all over the world. 

Oleksandr stressed that it is crucial to put sanctions on those people. Also, he said that their families, who didn’t choose to live in Russia, should be banned from Europe. 

The second project of the Agency —  integrity of the humanitarian aid for Ukraine

The second project of the Agency is dedicated to integrity of the humanitarian aid for Ukraine:

— We know that even at the United Nations’ headquarters there are a lot of Russian spies. For more than a month of war we still have no aid from the United Nations and European countries. We just have aid from personalities or companies. And we are working on this issue to create an integral and transparent way to help Ukraine.

The third project of the Agency —  the vision of the future

The third and the main project of the Agency is about creating  the vision of the future, which includes future of Ukraine as well as future of all the world:

— The first part of this vision is about the future of Ukraine in 5 and 10 years. We believe that we will be a part of the European Union because we are Europeans and we are strong as you can see. Another part of this vision is about  peace for all the world. We are developing a new concept of security system, which is based on the principle “if you attack someone — everybody confiscates your assets”. 

That war prevention mechanism could be achieved by making changes into the international law and national law of all states:

— If we create an international system where everyone will be ready to freeze economic relations and confiscate assets of an aggressor, it can be a good way for every country to improve security situation.  For this we should change the international law and national law of all states to guarantee the prevention of rapid cessation of war and compensation in the event of aggression by any state by rapidly freezing financial and economic transactions and assets by all civilized nations with a simple mechanism of transferring them to the affected party and in the same amount to the country where the asset is located. 

At the end of his speech Oleksandr underlined, that there in his view all Russian people are responsible for the war in Ukraine:

— All of them knew that Putin was a dictator and all of them knew that he wanted to start a war in Europe. The biggest war after World War II. All of them knew from 2013 that his ambition was to ban NATO to the borders of 1991. That’s why, in our opinion, all Russians are responsible for this aggression in Ukraine and the crimes against humanity.
