Seminar «Moderated dialogue as a Source of Analysis. How to choose a Stakeholder?»

On July 16, 2020, within educational series on the basics of analytical work for moderators of Association of United territorial communities platforms, a member of the Good Governance Program Anatoliy Melnychuk, head of the Association of united territorial communities think tank, held a seminar on “Moderated Dialogue as a Source of Analysis. How to choose a Stakeholder?”

The basis for the seminar was the theoretical knowledge and experience gained by Anatoly in seminars and stakeholder consultations on decentralization reform, conducted within the Good Governance Program in 2019-2020. The participants of the seminar were moderators of the Association of united territorial communities platforms, each focusing on issues relevant to local governments and working with various stakeholders.

Thematic and sectoral platforms of the Association of united territorial communities were established to monitor current management issues in a particular sector, discover best practices, and prepare proposals for the formation and implementation of public policy at the regional and national levels. During the seminar, the platforms’ moderators had the opportunity to get acquainted with the classification of stakeholders tested by the participants and experts of the Good Governance Program, the rules of their involvement and dialogue.

The participants of the seminar were offered a practical case on stakeholder identification in the formation of the OTG budget, which allowed them to divide stakeholders into groups depending on the influence and motivation, as well as choose the best way to engage in dialogue.

In 2020, participants, with the support of Program experts, will develop guidelines for consulting stakeholders, which will later be proposed for use in united communities in local policy-making.

The Program expert team gave mentor support during the preparation of the seminar. Denys Poltavets, director of program development at the Aspen Institute Kyiv and Olena Fomina, manager of the Good Governance Program, took part in the seminar.

We are sincerely glad that stakeholder consultations’ methodology, based on the principles of the Aspen Dialogue, will become a part of the methodological framework for moderating events on the platforms of the Association of united territorial communities.
