Proposals for increasing the institutional capacity of local governments to ensure the implementation of powers

According to the concept of reforming of local self-government and territorial organization of power in Ukraine, large communities were formed. Local governments of these communities received powers, resources and responsibility for the results of socio-economic development of the territories, providing quality and affordable services to the population.

From the available staffing and institutional support of this process depends its success and effectiveness, the formation of a comfortable living environment for community residents, their assessment of the activities of the nearest government institution – the local government. However, the capacity of local governments, especially in rural areas, to fully exercise their statutory powers needs to be constantly strengthened.

The issue of staffing in the context of decentralization of powers was on the agenda of consultations with stakeholders of the reform conducted by The Aspen Institute Kyiv in the framework of the Good Governance Program in the period from October 2019 to April 2020.

The participants and experts of the Program developed proposals to increase the institutional capacity of local governments to ensure the implementation of the powers delegated by the Association of United Territorial Communities to the National Agency of Ukraine for Civil Service Affairs.
